If you have any aspirations about owning a station someday start working on your faction standing right away. You will have to grind countless missions to raise your security status high enough to build even in the most dangerous locations. If you want to build your POS in 0.7 sec. space you will need a faction standing of 7.0. 0.7 is the highest rated system you can anchor your station.
